Lucia currently leads the Plastic Packaging Tax policy team in HM Revenue & Customs.

Lucia specialises in tax policy making and began her career in HM Treasury where amongst other things, she worked on the design of the apprenticeship levy, reforms to the tax treatment of termination payments and used her economics degree to provide analysis on the public sector finances.

In 2018, she moved to HM Revenue & Customs and has worked in a variety of policy roles - primarily in the excise and environmental tax sphere. These include supporting EU negotiations, introducing a ‘post-brexit’ tobacco track and trace system, and most recently, introducing a world-first tax on plastic packaging.
